Analytica is seeking a Senior Power Platform Developer to support one or more dynamic, long-term federal government enterprise data programs. The ideal candidate will lead technical delivery across federal healthcare agency data governance objectives across application development, data engineering, metadata management, and metadata exchange leveraging Microsoft 365, Power Platform (PowerApps, Power Automate, Power BI), API integrations, and Azure cloud services. Design and develop PowerApps canvas applications with conditional logic, real-time validation, and mobile-responsive interfaces. Implement integrated PowerBI dashboards.

This is a hybrid role with a requirement of three on-site days per week.

 
Responsibilities include (but not limited to): 

  • Lead development for complex PowerApps with real-time validation, UI/UX principles, and, SharePoint connector integration 

  • Lead development for Power Automate flows for governance workflows (e.g., approval routing, quality validation, automated gates, review reminders, and ServiceNow/Teams/SIEM integrations via REST APIs) 

  • Create Power BI dashboards and advanced DAX logic for Executive Level insights into Governance Health, Stewardship Activity, Quality Metrics, Transition Readiness, implementing Azure AD security and scheduled refresh. 

  • Engineer data transformation engines converting data and metadata to standards-compliant JSON-LD format aligned to NIST SP 1500-3, DCAT 2.0, DMBOK2 and Classification Gate logic. 

  • Design and implement RESTful APIs, integrate with external systems, build webhook implementations, and maintain/monitor API performance and reliability.  

  • Develop and establish API integration architecture and patterns with external systems: ServiceNow ticket creation/routing, Teams adaptive card notifications, audit streaming, and external federated catalog publication 

  • Implement Azure AD three-tier RBAC, SharePoint IRM and item-level labeling, OAuth 2.0 authentication 

  • Create automated metadata harvesting scripts: SQL database schema profiling, Azure/AWS, file share scanning with PowerShell, API endpoint discovery 

  • Document technical architecture, field mappings, workflow logic, API specifications with sequence diagrams and data flows 

  • Support data cataloging and metadata capture objectives through PowerApps development, metadata standards operationalization, metadata exchange through schema transformation and integrations, self-service capabilities through Copilot and access workflows, and data product lifecycle management features. 

  • Troubleshoot workflow failures, optimize performance, conduct user acceptance testing with stewards and analysts. 

  • Lead development backlog and task tracking, backlog grooming sessions, sprint planning, cross-team dependencies, and technical roadmap visibility.

 Basic Qualifications: 

  • Experience: 5+ years software development experience hands-on Power Platform leadership (PowerApps canvas apps, Power Automate cloud flows, Power BI reports) demonstrating multiple production deployments with complexity and architectural responsibility. 

  • Power Platform Expertise: Expert-level proficiency building enterprise Power Platform solutions: complex canvas apps with conditional logic and data connectors, flows with parallel branches and error handling, and dashboards with advanced DAX measures and row-level security. 

  • API Development: Proficiency with REST API development and integration including OAuth 2.0 implementation, webhook patterns, rate limiting strategies, error handling/retry logic, API documentation, and enterprise production management 

  • Programming Languages: Advanced skills in JavaScript, SQL (complex queries, performance optimization), PowerShell (automation scripting, Azure AD management), and JSON/XML/RDF data formats 

  • Data Standards Knowledge: Familiarity with metadata standards (NIST, DCAT, DMBOK2 preferred) 

  • Azure Cloud Services: Azure AD administration, Azure API Management, Azure Event Hub (event streaming), Azure Monitor (log analytics). 

  • Government Experience: Prior DoD or Federal government project experience with FedRAMP/FISMA/HIPAA compliance understanding preferred 

Preferred Qualifications: 

  • Microsoft Power Platform certifications (Power Platform App Maker, Power Platform Functional Consultant, Power Platform Developer) 

  • Azure certifications 

  • Healthcare domain experience, prior DHA, or military health system (MHS) experience 

  • PHI/PII data handling and HIPAA security requirements 

  • Data governance framework knowledge (DAMA-DMBOK, DQ, data management) 

  • SharePoint development experience 

  • Active Secret or Top Secret clearance
