Analytica is seeking a remote Technical Program Manager to support a federal government client engagement in the Washington DC metro area. The ideal candidate will have the overall responsibility of designing and executing a cloud migration strategy solution with our client , cross-service teams, and third-party partners.  Plan, monitor and control large-scale cloud migration projects through all phases of the project lifecycle.

Responsibilities include (but not limited to): 

  • Understand customer's strategic business and technical goals, translate them into an executable plan, track and report progress, and drive migrations to success by working with the customer, AWS, and our partners.
  • Plan course of projects, including milestones, resources needed in the form of staff hours, use of technology and tools to document the project plan, following established project management methodology.
  • Gain stakeholders buy-in, communicate confidently at both the executive and project team level, and collaborate with a wide range of technical and non-technical teams.
  • Track course of project from meetings, conferring with stakeholders, documenting meeting minutes and receiving reports.
  • Document changes to scope or functionalities with change ticket, project plan, or another format.
  • Participate in steering committees and governance structures regardless of who is leading the migration and act as the point of contact for escalations if the migration hits barriers.
  • Proactively assess migration progress and design and implement plans to mitigate any risks or delays.
  • Report on progress of project, use of staff, progress on milestones and PMRs to stakeholders.
  • Document exceptions or deviations as needed. Convene meetings and plan agenda to ensure important issues are aired and resolved.
  • Ensure that the project is implemented with all the necessary governance and controls.
  • Meet with technical staff and cross functional teams to determine business needs and functionalities desired for new or revised applications.
  • Determine and define project scope and objectives.
  • Prepare budget based on scope of work and resource requirements.
  • Develop and manage a detailed project schedule and work plan in MS Project
  • Provide project updates on a consistent basis to various stakeholders about strategy, adjustments, and progress and create presentations for executive leadership.
  • Manage contracts with vendors and suppliers by assigning tasks and communicating expected deliverables.
  • Utilize industry best practices, techniques, and standards throughout entire project execution.

  • Responsible for fostering a deep, “trusted advisor” client relationship.
  • Responsible for ensuring efficient project resource utilization.
  • Responsible for meeting reporting responsibilities, including PMO, project summaries, project schedule, and financial metrics
  • Manage the successful design and implementation of various financial requirements, processes, and systems.
  • Provide implementation expertise and work with the customer to collect, understand, and design business requirements and processes.
  • Communicates large, sophisticated problems and solutions at the right level for senior consumption and decision making as the liaison between development teams and leadership.
  • Responding to rapid changes in information, process & direction, and prioritizing work to meet key due dates.
  • Responsible for interviewing, hiring, retaining, and growing high-caliber project and program personnel.
  • Responsible for projects CPARS, evaluations, reporting, and performance
  • Responsible for approving all project related timesheets and hours, e.g., subcontractors.

Basic Qualifications: 
  • Bachelor’s degree in Computer Science, Engineering, Science, or related field.
  • 10+ years’ experience IT hybrid (Cloud and on-premises) infrastructure and operations computing environment, portfolio management and planning, and/or large complex program management experience
  • Experience with facilitating the discussions of a large scope IT AWS Cloud Migration projects that require coordination across the enterprise.
  • Excellent understanding of enterprise processes and how they tie in to demand management and delivery (SDLC, PMLC, Jira, ServiceNow, Agile methodologies)
  • Excellent knowledge of AWS Cloud & associated technologies/products
  • Well versed in creating presentations using MS PowerPoint, analyzing & summarizing project data using Excel & managing MS Project Plans as well as project IMS for leadership reporting.
  • Excellent communication skills including listening, verbal, written, facilitation and presentation skills; experience summarizing technical efforts while explaining the business capability impact.
  • Ability to contribute to a productive team environment where teamwork and group problem solving is encouraged.
  • Demonstrated ability to work with teams and influence across peer groups and ensure execution of planned tasks externally and internally.
  • Recent Experience with large scale cloud migration projects in the Federal Government
  • Project Management Professional (PMP) Certification required.
  • Strong discernment with a strategic and innovative mentality that blends financial services acumen and technology delivery.
  • Possess strong Agile/scrum program management and leadership skills with a passion for excellence, innovation, and collaboration; eager to learn and adapt every day.
  • Demonstrated experience interfacing with clients, technical SMEs, and other project team members to establish, monitor and perform against requirements and deliverables
  • Strong analytical/quantitative and problem-solving skills; attention to detail
  • Must be a US citizen.
  • Active Public trust security clearance

Note: while the role is predominantly remote, travel is expected to the Analytica office and/or to the client in the Washington DC Metro area.
